{"id":10959,"date":"2003-04-01T09:42:17","date_gmt":"2003-04-01T09:42:17","guid":{"rendered":"http:\/\/i-base.info\/htb\/?p=10959"},"modified":"2014-05-28T16:00:40","modified_gmt":"2014-05-28T16:00:40","slug":"bush-blocks-deal-allowing-cheap-drugs","status":"publish","type":"post","link":"https:\/\/i-base.info\/htb\/10959","title":{"rendered":"Bush blocks deal allowing cheap drugs"},"content":{"rendered":"<p><strong>American President George W Bush\u2019s close links with the drugs industry have been blamed for the failure of talks in Geneva aimed at securing access to cheap medicines for developing countries.<\/strong><\/p>\n<p>Delegates at the World Trade Organisation expressed frustration after the USA again rejected a deal that would have loosened global patent rules to enable more poor countries to import generic versions of ARVs.<\/p>\n<p>\u201cWe believe that governments should maintain their distance and should not be directed by pressure groups,\u201d one EU trade official said.<\/p>\n<p>Negotiators said a solution to the deadlock lay in America\u2019s hands. \u201cThe pharmaceuticals lobby is running the show in Washington,\u201d one development activist said.<\/p>\n<p>The WTO\u2019s 144 members agreed more than a year ago that countries could override patent rules in the interests of public health and license local producers to copy essential drugs. But they failed to spell out how countries with no manufacturing capacity would gain access to life-saving medicines.<\/p>\n<p>A draft accord on imports was rejected by the USA last December after lobbying from drugs firms, which fear that relaxing the rules to allow poor countries to import copycat drugs will help generics manufacturers in India and Brazil to steal their markets.<\/p>\n<p>America\u2019s counter proposal, limiting imports to drugs for a shortlist of diseases including HIV\/Aids, malaria and tuberculosis, was rejected by developing countries as too restrictive.<\/p>\n<p>Eduardo Perez Motta, the Mexican ambassador to the WTO, who chairs the drugs talks, admitted the organisation\u2019s reputation had been damaged by the deadlock.<\/p>\n<p>A Brazilian proposal, to let the World Health Organisation decide which countries were allowed to import copycat drugs, was not even discussed.<\/p>\n<p>A South African plan that would have required countries to declare a national emergency also failed to win over the US drug industry.<\/p>\n<p>Source: Mail&amp;Guardian online, SA<\/p>\n<p><a href=\"http:\/\/www.mg.co.za\/Content\/l3.asp?a=13&amp;o=16101\"> http:\/\/www.mg.co.za\/Content\/l3.asp?a=13&amp;o=16101<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>American President George W Bush\u2019s close links with the drugs industry have been blamed for the failure of talks in Geneva aimed at securing access to cheap medicines for developing countries.
