{"id":6769,"date":"2002-09-11T22:30:43","date_gmt":"2002-09-11T21:30:43","guid":{"rendered":"http:\/\/moomango.co.uk\/htb\/?p=6769"},"modified":"2014-06-04T09:56:26","modified_gmt":"2014-06-04T09:56:26","slug":"barcelona-declaration-demands-2m-poor-people-are-treated-in-the-next-two-years","status":"publish","type":"post","link":"https:\/\/i-base.info\/htb\/6769","title":{"rendered":"&#8216;Barcelona Declaration&#8217; demands 2m poor people are treated in the next two years"},"content":{"rendered":"<p><strong>Graham McKerrow, HIV i-Base<\/strong><\/p>\n<p><strong>Several hundred people attended a rally and march on the eve of the conference, at which a \u2018Barcelona Declaration\u2019 was unveiled with four demands to extend treatment to millions more people in poor countries.<\/strong><\/p>\n<p>The demands were for:<\/p>\n<ul>\n<li>Donations of $10 billion a year for fighting AIDS around the world,<\/li>\n<li>Antiretroviral (ARV) treatment for two million people with HIV\/AIDS in the developing world by the time of the International AIDS Conference 2004 in Bangkok;<\/li>\n<li>Lower ARV drug prices in the developed world and universal access to generic drugs in the developing world by 2004;<\/li>\n<li>A new global partnership between governments and NGOs recognising the primary role of NGOs in the global fight against AIDS.<\/li>\n<\/ul>\n<p>After the rally, a deputation of the organisers presented the declaration to Stefano Vella, the outgoing president of the International AIDS Society.<\/p>\n<p>The main speaker at the rally was Dr Joep Lange, the incoming president of the International AIDS Society, who warned against the danger of waiting for a vaccine and in the meantime \u201cleaving the problem unresolved and people untreated\u201d.<\/p>\n<p>Lange told about 600 demonstrators that the demand for $10bn was \u201ca joke\u201d and that up to $25bn was needed. However, he said that a Global Access Alliance was \u201cin the making\u201d to promote cooperation and avoid duplication.<\/p>\n<p>US Congresswoman Barbara Lee told the rally: \u201cI\u2019m from Oakland, California, where we have a state of emergency in the African American community.\u201d She said the problems were duplicated around the world and $10bn was \u201ca drop in the bucket\u201d.<\/p>\n<p>Another speaker claimed the pharmaceutical company GlaxoSmithKline spent $500m a year on marketing \u201cAIDS drugs\u201d, a sum he said would pay to treat a million people.<\/p>\n<p>The rally was organised by AIDS Therapeutic Treatment Now (ATTN), a new organisation with offices on Sunset Boulevard, Los Angeles.
