HIV is infectious in semen (cum) and pre-cum, in vaginal fluid and in rectal mucus.

Pre-cum has a lower risk because there is generally less of it. But some men can have more pre-cum than other men cum.

This risk is related to other factors like viral load.

If there is no exchange of an infectious body fluid, HIV cannot be transmitted.

If viral load is undetectable HIV cannot be transmitted.

If the negative partner is on PrEP, HIV is very rarely transmitted.
