Me and my hubby are both HIV positive, we both take ARVs, is it safe to have a child?

The quick answer is yes.
Lots of HIV positive couples have children. If you want to have a child then you being HIV positive should not be a reasons not to. It is also safe to do so even if both you and your husband are positive.
This is especially because you are both on effective treatment if your viral load is undetectable.
