I’m 17. My CD4 count is 24. Will it rise with the medication that I’m taking?

If you’re on the right ARVs then yes there’s no reason why your CD4 count shouldn’t be rising. Given that your CD4 is low, this is important. Are you aware of what your viral load is?
How long have you been on medication for?
