Can I switch from TLE to DTG + FTC + TAF? I am having sleep problems with TLE.

Yes. This switch is appropriate.
How long have you been having trouble sleeping? and what time of the day do you take your medication?
As your current combination contains efavirenz, this is likely what is causing your problems sleeping. Have you tried taking it in the morning? Generally it is recommended to take TLE in the evening to sleep through the mood effects but if you are having trouble sleeping it can be tried in the morning. It is also important not to take it with a high fat meal as the fat can increase how much efavirenz is absorbed and make side effects worse.
Commonly sleep problems are caused by dolutegravir. This is a drug that you are considering switching to. To avoid this, taking it in the morning can help reduce this side effect.
