Why do I need to test after 6 months?

I came into contact with HIV (the condom broke during vaginal sex with a HIV partner) I took PEP within 12 hours of possible transmission, I took the full dose for the month, I then tested negative 3 months after completing PEP, but was informed that although I was negative I would have to return in another 3 months for another test.
Could you explain why I need to do this?
