What does non-reactive result mean?

Hi, I got itching on my penis and burning while urinating. At the 5th day I went to doctor and he gave me some medicine and requested blood test and urinal test. There was no infection. The burning, however, did not stop and I went for HIV test. It was non-reactive. What does this mean?
Answer
Non-reactive means HIV-negative. Different clinics use different wording.
