Can anybody get HIV by HIV infected needle insertion?

Yes, especially if this is a needle used for common use of drugs.

Sometimes this can happen in a medical establishment (even though very rare nowadays) when the doctor/nurse prick themselves with the needle they have used on an HIV-positive person.
