Can I infect my second partner with HIV while I am on PEP. I have only 3 doses to finish my course.

While you are on PEP you are unaware of your status. Though it is more likely that you are HIV negative and will not pass on HIV. There is a very small risk of transmission.
In the UK this would not be considered a high enough risk to start their own course of PEP.
Did you use a condom? or do you know if your partner is on PrEP? If either of these are the case there is no risk and no reason for concern.

You will be able to test 6 weeks after you finish PEP to confirm your HIV status.
